Those headline figures aren't, of course, the complete picture. If you dig a bit deeper, that drag is more to do with poor performance by the retail trade and 'accommodation services' (i.e. hotels, BnBs and the like).
Food & Beverage services are in fact at the other end of the scale, with the ONS noting that the services sector "...falls were partially offset by an increase in food and beverage service activities, which grew by 2.7%."
